I explained it long and widely before the thread got wiped and I don't know if I did again since. But the colors mean different SETS of RoE. You can choose to either apply yellow, red or green to a mission as you like.

Green is a more army-style way of playing, where you will tend to shoot earlier and neutralize threats faster, giving them less chances to cause harm.

And why I would want to injure non-compliant civilians? Don't ask me why I put that there wink

Honestly, boo-hoo for that. I didn't bother to think about something like that. I don't think this is the place where pepper-spray against armed suspects-stuff should be denoted. This table shows what levels of force are permitted not what equipment should be used. If you choose to include the rule about pepper-spray in our general gameplay you would not try using PS against armed suspects anyway.

Neutralizing a suspect that runs to a controlled area needs leader-confirmation before you are allowed to do it in yellow (standard) RoE, same with injuring suspects that are fleeing.

Yelling at civilians and alike is up to leader because the leader decides when the situation is safe or when the team can break the stealth to arrest civilians.

Hmm I still do not agree on all points in your table. Futhermore we should have a text version for new players, easier to use quickly than a table:

Rules of Engagement
Priotities for every action:
1st: safety of all team members
2nd: safety of all civilians (civs)
3rd: safety of suspects (sus)

Use as much force as necessary! Use as little force as possible!

Lethal Force
- means firing off any kind of lethal/deadly/"normal" weapon
- is only allowed against suspects or to break windows
- is always allowed against an immediate threat (suspect aiming at a person or an unknown area; suspect already shooting)
- specific rules can be defined by the current EL leader; the use of standard, color labeled criteria is advised:

Red Criteria (shoot when necessary):
- armed suspect is showing a hostile intend
- armed sus is posing an extreme threat

Yellow Criteria (stopping runners):
- armed suspect is showing a hostile intend
- armed sus is posing an extreme threat
- armed sus is trying to flee or run away

Green Criteria (aggressive):
- armed suspect is showing a hostile intend
- armed sus is posing an extreme threat
- armed sus do not drop the weapon or get on the knees immediately after the first compilance order

- default criteria are red, use it if EL doesn't tell anything else
- if and only if there is no immediate threat, less lethal options should be used prior to lethal force
- if and only if there is no immediate threat, shoots should be aimed to non-vital bodyparts like hands or legs if possible
- when firing a gun, always be sure of your target and whats beyond!

examples of a hostile intend:

  • draw a weapon or grab a weapon from the floor after compilance order
  • running towards an officer in close range after compilance order
  • threaten somebody ("Shoot!", "I'll shoot her, I swear!")
  • turning towards an officer with weapon in hands after compilance order
  • standing next to a civ and not reacting on compilance orders


examples of an armed sus posing an extreme threat

  • one officer against multiple sus
  • multiple sus becoming unstunned simultaneously
  • sus heading for cover behind a civ
  • every armed sus, when officers or civ are close to explosives
  • sus in advanced shooting position (good cover or flanking team mates)
  • sus in close range to the team


Less Lethal Force
- namely: ll (green) shotgun, pepperball gun, all projectiles from 40mm grenade launcher, taser (normal and cobra stun gun), pepperspray, punching
- allowed against sus or unknown contacts as long as they do not comply
- against civs if they do not respect multiple direct compilance orders or are in danger
- use pepperspray or taser for civs which do not respect compliance orders; only punch non-compliant civs if no other ll options are applicable
- do not use pepperspay against armed, not-stunned sus!
- use of ll options against armed sus always requires lethal cover!

Grenades
- namely stinger, flashbangs and CS Gas; short "nades"
- do not use nades for fun like firework!
- do not use too many nades in a small area
- be careful not to affect your team mates
- be careful using stingers since they may injure civs
- be careful using stinger or flashbangs in close proximity to explosives

C2
- use c2 carefully, try not to injure or kill persons while using c2
- c2 can be used at doors with no cover without any information about the room or persons behind the door, since team safety comes first

breaching shotgun BSG
- bsg can be used at all doors, since risk for persons behind the door is negligible
- bsg aimed at persons in close range is considered as lethal force

Good enough, but may you switch green from red criterias? Im used to green to be tolerant and red to be agressive... I know you might want to say green from green light to kill... But the buttons to launch nuclear explosives are red :D, so its an agressive move xD

With this way of showing the RoE-system it seems better to inverse the colors green and red.

I agree with the levels of force you apply and it should be easy enough for everyone to understand wink

Maybe fix typos before putting it on the web though wink

Grenades

- use to distract suspects or soften a room before entry
- do not use for fun like firework!
- do not use too many nades in a small area
- be careful not to affect your team mates
- be careful using stingers since they may injure civs
- be careful using stinger or flashbangs in close proximity to explosives

C2
- use for fast, distracting dynamic entry, for doors without cover or as distraction on secondary doors
- use carefully, try not to injure or kill persons by using C2
- can be used at doors without any information about the room or persons behind the door, since team safety comes first

Breaching Shotgun (BSG)
- bsg can be used at all doors, since risk for persons behind the door is negligible
- bsg aimed at persons in close range is considered as lethal force

Additional notes:
- no force against complied or cuffed persons is allowed (an exception: complied or cuffed sus in fireline during a dangerous situation, team safety and safety of civs first)
- cuffed persons, especially civs, should be moved out of fireline
- each officer should watch his own area of responsibility (AoR)
- be careful to break stealth by yelling or using LL options, when in doubt wait for the order of the EL
- civ = a person clearly not armed and without hostile intend
- sus = a person armed, formerly armed, likely to be armed or with a hostile intend
- unknown = person, which can not be identified as civ or sus yet

Raptor: Thx, I posted the text just to save it, wanted to check it after lunch break wink
And when I have to write a word often, I develop kinda automatic movement to type the word. So my finger just fly over the keyboard without thinking. Well, sometimes I make a mistake in this movement and therefore write the word wrong in almost any case.

Since no one objected here and I don't want to wait for the next team meeting, we'll take this as official RoE from now on. Shadow (or Booone) put them to the website pls.

(Doesn't mean that this rules are now written in stone, but I want to have them at the website yet.)
